Building contractor Eduardo Nottola, a Naples city councilman and candidate for alderman, plans grandiose building speculation. The collapse of one of his houses does not stop him: he sacrifices his son, changes parties, and is elected. The archbishop blesses the start of work that will change the face of the city.
